• We will work towards more integrated, joined-up care with our NHS partners, with more services delivered in the community. We will review of charging procedures and provide simpler information to help people navigate the care system. We will develop a new model for Care at Home to be delivered in neighbourhoods, reducing travel time and maximising the time carers spend with people needing care. We will also increase the number of people who are supported to remain living in their homes for longer using technology, for example personal monitors and alarm call systems.
• We will implement an early alert system to minimise the risk of care providers failing We will also work with our NHS partners, commissioned providers and people who use services  to identify quality of care issues in residential care, supported living and care at home, so that our providers can be supported to provide high quality care.
• We will co-produce a new model of day care, so that a wide range of day opportunities are available for people with learning difficulties, autism and for older people. Working with our partners we will continue work to make Cheshire West and Chester an Age Friendly borough, where older people can live fulfilled lives and are able to take part in their community as much as they wish.
• We will deliver on our All-age Carers Strategy, working with our partners to ensure that unpaid carers can be identified as early as possible and be offered support to keep healthy, stay in work if they wish and have breaks from their caring role. We will also work with partners to increase the number of carer assessments.
• We will maintain our commitment to the Ethical Care Charter, and work with the North West region and our commissioned providers to develop recruitment, training and career pathways for care staff, recognising the value of their work. We will continue to make the case to central government that social care should be properly funded so that long term plans can be made, and high-quality care provided. We will also ensure that the implementation of the national charging reforms consider the impact on disabled people, a disproportionate number of whom live in poverty. Locally, we will look to bring more services in-house when there is a strong business case, and when it provides the best service and value for money for service users.

The next Labour Government will work towards creating a National Care Service where there will be an entitlement to care and support, when needed.
